RISE UPDATE

The Townsville Mendi Blackhawks would like to provide clarity around recent changes to the RISE program and our player development pathways.
In 2025, all Queensland Cup clubs, including the Blackhawks, were directed by the QRL to deliver the RISE program, which concluded with the Northern Region RISE Carnival in Townsville. In late November 2025, the QRL advised that the RISE program would transition away from this model. Clubs were instead encouraged to adopt the program’s core principles while developing their own talent pathways. As part of this change, the Northern Region RISE Carnival was also discontinued.
Following this direction, and within a short timeframe, the Blackhawks undertook extensive planning and consultation to develop the Blackhawks Talent Development Program. This approach aligns with QRL expectations and mirrors the direction taken by other clubs across the state.
We want to make it clear that the decision to move away from the previous RISE model and cancel the carnival was made by the QRL, not the Blackhawks. Our priority throughout has been to provide the best possible development opportunities for local players while maintaining strong alignment with the statewide pathway system.
We understand the new structure may not suit every player or family, particularly given the already demanding schedules of young athletes across school, club, and representative commitments. We sincerely apologise to those who may be unable to participate and remain committed to expanding opportunities and alternative pathways moving forward.
This updated program and direction were presented to local clubs, QRL and NRL representatives, and competition stakeholders at the Healthy Clubs Expo in February.
